In the book, the author remarks that the people of the Farmville school district promised to build a new school for black community. The school that blacks were going to had temporary buildings. So, the people of Farmville school district to build a better one but they did not keep their promise. With this, one can infer that they made false promises and gave false hopes to the black community.
