Answer:

Seperate but equal was very poorly enforced, the law allowed whites to seperate themselves from freed slaves and remain in control of how things were done. In addition you add in Jim Crowe Laws that prevented blacks from rising above their current station. They prevented freed slaves from voting and being able to have a say so in government and their lives. Slaves may have been freed, however they did gain any true freedoms. They lived in neighborhoods that were less than, went to schools that were lacking in materials and were not allowed to eat in certain places. Seperate but Equal and Jim Crow helped to ensure that freed slaves did not have the opporutnity to rise above their station and better themselves;
