The Buchanan-Lincoln transition occurred when the country was "<em>breaking apart and sliding to war." </em>In other words, he had many issues to deal with immediately he assumed office, and so is termed as the worst.

President Lincoln was forced to take the action of setting up a team that included his rivals in the 1861 transition. While the Reagan-Bush transition in 1989 is considered the best presidential transition because it involved a vice president becoming a president. In other words, the President (Reagan) transitioned power to his sitting vice president (Bush) who was elected President.
