FDR was limited in his ability to respond to Britain's call for help in 1940 due to the Neutrality Acts passed by Congress in the 1930's.
The Neutrality Acts consisted of three different laws, but all of them were based around the idea of avoiding foreign wars at all costs. The following are just some conditions of this acts passed by Congress:
1) The US government was forbidden to sell arms to countries involved in war.
2) Forbid American ships from entering war zones.
3) Barred Americans from traveling on ships that would be considered hostile.
4) Prevented American commercial ships from being armed.
All of these conditions show America's dedication to staying out of foreign affairs during this time period.

When the United States joined World War I on the side of the Allies, they didn't necessarily want to. President Woodrow Wilson was a pacifist, he strived for peace. He was against having the United States join a war, as he cared for his people and the country. After the Zimmerman Telegram, Wilson was left with no choice but to declare war.
Even during the war, Woodrow Wilson's peaceful approaches shined through. His main goal was to create peace, not only for the United States but for everyone. He wrote the Fourteen Points, which was an outline for peace on all sides.
The Fourteen Points were goals that were striving towards peace. Woodrow Wilson wanted German troops to be removed from lands like Belgium, so they could become independent and restore dignity to those countries. Not all people agreed with Wilson's approach, many thought Germany should have harsher repercussions after the war.
Franklin D. Roosevelt who is commonly known as FDR was the
32nd President of the United States of America. He thought fear
makes people doubt everything which leads to uncertainty and chaos. When in
fear people cannot see solutions and they lose faith in everything making “fear”
the worst thing happening to anyone.
