The data is linked and includes information on the main causes of their aggressive behavior towards the flu, and why they are not using the influenza vaccine service.  
  4. Hypothesis: People are too lazy to vaccinate themselves and as soon as the flu spreads to the country they get a feel.

As per the Theory of Legal Obligation, to be legally obligated not to do some action is just for it to be the case that, from the legal point of view, the reasons not to do this action defeat any motives for me to do it.
