THE ANSWER IS: y=1/2x+4

to find a perpendicular line, get the reciprocal of the slope and multiply by -1
so since the given slope is -2, the reciprocal is -1/2 and multiply by -1 to get 1/2

then put the new slope and the given point into point slope form of a linear equation which is: (y-y1)=m(x-x1)
m=slope= 1/2
given point (x1,y1) = (4,6)
(y-6)=1/2(x-4)

you can multiply this out or get standard form:
y-6=1/2x-2
y=1/2+4
