El ensayo analiza las relaciones comerciales y económicas entre Europa y América Latina en el siglo xix; se enmarca en el debate entre los defensores de la teoría de la dependencia y los intérpretes de la teoría de la autonomía. Analiza los intereses perseguidos por los Estados europeos en el momento de la Independencia latinoamericana y las estrategias comerciales aplicadas. A la perspectiva europea se contraponen los conceptos latinoamericanos de desarrollo, analizando el debate entre aquellas fuerzas que pugnaban por una industria propia, orientada al mercado interno, y las que pugnaban por una orientación externa, integrada en el mercado mundial. Sobre todo en la segunda mitad del siglo logró imponerse el concepto liberal de "desarrollo hacia fuera"; el resultado de esta estrategia de modernización es ilustrado en base a varios ejemplos: el comercio entre Europa y Latinoamérica, el problema de la inversión de capitales y la deuda externa. Para finalizar, se analiza el fenómeno de la inmigración europea a Latinoamérica, de la cual se esperaba progreso económico y social.
