If Parker pays a  flat cost of $36.50 and has to pay $5 a month then we can represent it by the  36.50 + 5gg  where gg is the number of gigabytes.

If  he has to keep his bill under $45 , then 36.50 + 5gg has to be less than 45.

36.50 + 5gg < 45.   Now solve for gg

-36.50             36.50

   5gg < 8.5

  gg< 1.7
