By adopting a policy of peaceful coexistence toward the West, Khrushchev facilitated the signature of the Nuclear Test-Ban Treaty in 1963. His own diplomacy was sometimes undermined by the fact that he might be quirky and outspoken. To one point in his speech at the United Nations, Nikita Khrushchev banged his shoe the the desk to drive home a point. Such actions hurt Russia's reputation abroad and bolstered Western stereotypes of oafish, peasant behavior on the part of Soviet authorities. Sometimes Khrushchev would make casual comments that would spark worldwide discontent.
