They weren't so successful at conquering Europe or China. Of course, one can blame the long supply lines, but in these cases their adversaries were also determined to repulse them.

In contrast, Byzantium and Persia were exhausted from mutual warfare. Tribes related by kinship to Muslim Arabs had served as mercenaries during this period, so there was a lot of tactical knowledge available.

The Byzantines retreated to the highlands of Anatolia upon losing their lower-lying provinces to the Muslims. I am not sure if they launched a determined counter-attack. The Persians did, but they could not fight coherently.

The cultural aspects of the ciry-state impact the from of government because the greeks were in some ways independently -minded and developed a culture of individual freedom where it was considered by many a disgrace to work for someone else. This independence led the lower classes to want to participate in government, and promoted democracy - not today's representative democracy where a member of parliament is supposed to represent the citizens within an electorate, but rather direct democracy, where all the citizens met in assembly each fortnight and made decisions directly on matters put to them by a council, which latter saw to the implementation of their decisions. Rationing is an allocation system that is adopted in an economy when the amount produced cannot serve the whole demand and there is no price adjustment. This was the case during WWII.  A possible rationing strategy could be "first come, first serve", for example or dividing the total output between the population and allocating a fixed ration for each person.
