By reading the passage we can say that Kennedy is calling Americans and non-americans to action, he wants them to take responsibility of the gobal problems and contribute to their solutions. He infers that the American government by his own is not capable of achieving anything, it needs the help of it's citizens. The use of the word <em>citizens </em>is deliberate, it implies a person that has not just some rights granted but also responsibilities. Rights are not things that can be wanted for just a few, they need to be guaranteed worldwide, it's the citizens of the world task to fight for that.
