Explanation: After the WW II UN adopted Universal declaration of Human Rights. It was signed by many states (not by all the UN members). This can be viewed as an act on collective level (who signed this Chart were governments). Now (after 1990, when new political era started followed by informational revolution) the task takes place on the individual level. Individual people (not only governments) are interconnected now and they are asked to participate in a responsible, respectul and tolerant way.
