In this instance, an allusion is made to the fact that larger cars generally require more fuel consumption because more energy needs to be produced to power the movement of the car.

Most often than not, smaller cars have better fuel efficiency because they do not require as much fuel to move. The reason the car is so small in the cartoon is therefore because the makers traded a larger size for more fuel efficiency.
