I would pass a law that stops the waste of food, for example, I would stop the production of wine to save grapefruits for rationing. After passing that law, we would move the farmlands away from Cartaghe‘s borders to a more inner territory of Rome to avoid such raids to happen or if we don’t have enough funds to do it, we would prepare defenses at the Cartaghe‘s border to defend the farmlands from more attacks, after that, we would help the farmers find fertile land and rebuild their farms. After all of the farmlands have produced food, I would lift the law and return to our normal routine. In worst case scenarios, I would have tried to expand into more territories to find fertile land and make farms there.
