80 dollars is mandatory, and will always be charged no matter how many hours the electrician works. The $32 is charged based on how many hours the electrician worked. We don't know how many hours he worked, therefore we put an X next to $32 as a way to remind ourselves to multiply the amount of hours he worked times how much he charges per hour. Y would be the total fee.
The 80 is an added fee and is NOT constant while the hourly rate goes up by 32 every hour. to get the total you add the hourly rate with the added fee.
