Correction, the answer is B, do to the fact the New York is on the eastern side of the US, you can tell that the eastern side was more urbanized than the western.

If you want to be more literal, it was and is more urbanized in the North eastern quadrant of the map itself. Also if you look you can tell by there being not only more dots on the eastern side, but there are also more mid-sized dots, and the large dots are only in the eastern side as well (specifically the North east).
