If the Federal government made a law that banned texting and driving, and forced all 50 states to adopt the law and a punishment

One district characteristic of anti-federalists is that they want a weaker federal government. This means that they wanted the states to have a strong autonomy to regulate themselves without interference from the federal government.

Because of this, anti-federalist wouldn't want the federal government to be able to force the states to conform to a certain legislation.
