The speaker believes that White men will take care of all the sufferings of the unfortunate ones and will take away the pain that they have caused them.

Explanation:

The White Man's Burden is a wonderful poem. This poem was written by famous poet Rudyard Kipling. Through this poem, the poet, Rudyard Kipling asks the United States to take up the burden of the empire as Britain had done and other European nations.

The poem is about the war between Philippines and America.

In the 3rd stanza, the poet says about the different things that the white men will do to help the native people. The white men need to bring peace back to the land after the war. The speaker says that it may take "savage wars" to bring back peace and harmony to the people. The white men will also try to "fill full the mouth of famine" and also They also asks the diseases to go away from the land.
