The answer is 7. Subtract 1600-1450= 150. Then do 150/19 =7 (rounded down).

This is because...
The total weight minus the weight of the people;
1,600 - 1,450 = 150 lbs

The max amount which the instruments can weight when added to get her divided by the weight of each instrument;
150 / 19 = 7.89...

Round down because you can’t have partial instruments;
7.89... = 7
