Answer:

Migration is generally caused when people did not get the resources at the same place so they migrate to other places for the same resources. The reason is same with rich and educated people. Though they are rich and educated but what drive them to foreign countries is for seeking a better life, employment, better educational facilities, safety, social environment and financial stability. Rich people have a lot of money so they can buy a better lifestyle which they might think they can not get in their own country. Most of the countries are developing and has many social and political issues which sometimes creates religious tension among the population such as in India, for religious freedom also many people migrate to foreign where they do not face such religious or social tension.

It is a norm to have leaders who guide the interest of the people, enforce the will of a state and execute projects for the common good of all. They ensure the social security of a people.

Leader,  based on tradition ensures that taxes are payed to the the government and defaulters are brought to book. So this informal rule played a significant role in federalism in the United states
