When the new moon just crosses the elliptic orbit blocking  the sun rays from reaching earth and causing a shadow over the earth, this is when a solar eclipse occurs. You realize that the moon’s orbit is inclined relative to the ecliptic orbit hence solar eclipse does not occur with every new moon.
