To find the equation you would first need to find the slope. if you use the formula
y2 - y1/x2 - x1 = 5-6/2+4 (plus four because minus a negative turns into positive). your slope (m) would be -1/6. Since you have a point and a slope you can you point slope form ( y-y1=m(x-x1) ) to find the equation. Using the first coordinate (-4,6) and the slope (-1/6) your point slope form would be y-6=-1/6(x+4). Now you simplify your equation down. Multiply the -1/6 into the parentheses, y-6=-1/6x - 2/3. After that just add the 6 to the -2/3 to get y by itself, y= -1/6x + 16/3.
Therefore y=-1/6x + 16/3 would be your equation

If you have a graph, you can simply count along the number line to find the answer, so in this case, starting as always at (0, 0), move 6 units to the right and then eight units down, where you end up in the lower righthand quadrant, which is II.
