Answer:

On the 8th we struck up the refrain of "Maryland, My Maryland!" and camped in an apple orchard. We went hungry, for six days not a morsel of bread or meat had gone in our stomachs - and our menu consisted of apple; and corn. We toasted, we burned, we stewed, we boiled, we roasted these two together, and singly, until there was not a man whose form had not caved in, and who had not a bad attack of diarrhea. Our under-clothes were foul and hanging in strips, our socks worn out, and half of the men were bare-footed, many were lame and were sent to the rear; others, of sterner stuff, hobbled along and managed to keep up, while gangs from every company went off in the surrounding country looking for food. . . Many became ill from exposure and starvation, and were left on the road. The ambulances were full, and the whole route was marked with a sick, lame, limping lot, that straggled to the farm- houses that lined the way, and who, in all cases, succored and cared for them. . .

Answer: The Wilmot Proviso was so controversial in raising the debate over the slave issue because the ammendment wanted to exclude any act of slavery in the possibly new territory from Mexico. The debate can be known as the North who is made up of republicans, conservatives and are anti-slavery while the South is known as democrates, liberals and pro-slavery. The slave issue was at such a intense level the people who were senators and representivities brought weapons such as knives and pistols in order to protect themselves incase of a riot from the slavery controversy. This comes to show that such acts being presented from prohibiting slavery were controversial and therefore the South seceded before any were able to be approved. Since the South was willing to secede that therefore shows how much the slavery had encouraged such intense levels. Overall, Wilmot Proviso was consgfoversial and identified the differences between the North and South, especially slave issues.

As the scope of responsibilities of the President of the United States increased during the 20th century, the Vice-President came to be relied upon to handle greater responsibilities also.

A 21st century Vice-President, Joe Biden, said it well:  “The way the world has changed, the breadth and the scope of the responsibility an American president has virtually requires a vice president to handle serious assignments, just because the president’s plate is so very full."  Biden was quoted in the book, The American Vice Presidency: From Irrelevance to Power, published by Smithsonian Books in 2014.  

Another point might be made about 20th century Vice-Presidents -- especially in the latter half of the century.  A number of Vice-Presidents became President because of things that happened to the President.  .  President Franklin Roosevelt died while in office, and  was succeeded by his Vice-President, Harry Truman (in 1945).  Vice-President Lyndon Johnson became President when John F. Kennedy was assassinated in 1963.  Gerald Ford rose from Vice-President to President when Richard Nixon resigned to avoid impeachment. 

In the current situation of American politics, with partisan politics strongly dividing Congress, Vice-President Mike Pence has functioned a number of times as the tie-breaking vote in the Senate on important matters -- another way the Vice-Presidency has taken on greater responsibility lately.
