Pls help, i wasn't paying much attention in class and this seems pretty hard for me :(

Answer: 9= -1.5 or -3/2

               10= -11/6 or 1.8333

                11= -10.9

                 12= 3.535

                   13= Town A is -3.33 Town B is -3 2/5, 2/5= .44, so town B is colder, as it is -3.44

So now you have -8/3/8 +6/2/8 then you just add the nominators and whole numbers like normal. You get, -2/1/8 (Remember you are adding a positive number to a negative number.)
