There isn't a document but i'm guessing it's a document from a while back so i don't agree with the first person that men hated women cuz nowhere in history does it say that it just gives the general idea that men thought women weren't as capable or worthy so all they were "born" to do was cook clean etc so i would say the answer is that women lacked the right to vote and participate in government

The States are allowed to find solution and make a decision about the issue. There are equal powers with the Federal and States therefore, the issue can be debated. Since federal powers are superior, the Constitution makes the decision. The national government shall create specific rules for each of the States.
