Japan's efforts to control other territories in Asia didn't end there. In 1931, Japan invaded and occupied Manchuria, the northeastern region of China. The Japanese declared the region to be a new country, independent of China. which the Japanese called Manchuko. Other Act such as The National Industrial Recovery Act (NIRA) of 1933 was also declared unconstitutional.
The Supreme Court ruled that it has violated the Tenth Amendment. In 1935, the Supreme Court declared the NIRA unconstitutional, due to the fact that Congress had unconstitutionally given legislative power to the president to write the NRA codes.
