US government has a limited power because it cannot do certain things, and specifically it is not allowed to breach certain individual freedoms: so it can be said that the motivation for a limited government is to protect individual freedoms.
See for example the text of the first amendment:
"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof" - this limits the power of the government so that people have a freedom to practice their religion.
In the Senate, the Majority Whip ranks third (or fourth) highest in the majority party. The Majority Whip is outranked by
The Senate Majority Leader (also called Senate Floor Leader), who is a Senator elected by his or her party to serve as their primary spokesperson and to manage the legislative sessions. By custom, the Majority Leader gets priority when he or she wishes to speak during a legislative session.
So they may have more respect in their ruling, and so they shall gain more power. :-)
