Mainly northern businessmen wanted tariffs. A tariff, which is a tax on an imported good, would help increase the price of foreign goods. This means that individuals would be more likely to by American made products.

 On the other hand, Southerns and many consumers did not like this idea. Tariffs obviously increased the price of imported goods but also discouraged European countries from trading with America due to these taxes. This issue split Northern and Southern politicians for decades leading up the Civil War.

The Women's Army Corps was the women's branch of the United States Army. This poster would have been used to promote the army and encourage women to join. So, not just encouraging women to to join the army but also spreading national pride and war support. Though women could not fight in combat, this poster might also inspire men through either pride or shame. For example, if  a man saw this poster and felt he was not doing enough for his country, or as much as some women then that's another recruit. If that makes sense.
