the articles of confederation gave the states all of the authority, so the federal government lacked the ability to impose things such as taxes. it was very weak. a and d are completely false, and b is false because there already was a framed government, it just wasn’t strong. when the constitution was placed, it gave new authority to the federal government that it didn’t have previously.
