Explanation:In 1823 U.S. President James Monroe proclaimed the U.S. protector of the Western Hemisphere by forbidding European powers from colonizing additional territories in the Americas. In return, Monroe committed to not interfere in the affairs, conflicts, and extant colonial enterprises of European states. Madison wanted to let Europe know that the United States would not allow the European monarchies to regain power in the Americas. The Monroe Doctrine had a long lasting impact on the foreign policy of the United States.It was the beginning of the U.S. acting as an international police force in the Americas.
