Why isn't a scale the best judge of body fat versus lean mass?

The scale is not measuring your fat nor your muscle mass, the scale is measuring your body weight.  This's measuring how much entire/total mass you occupy on land. However, the scale is NOT measuring how much fat you have or how much muscle you manage.
