The distance from the equator, the difference in altitude, the distance from the sea as well as the presence/absence of mountains and the subsequent protection  cause the temperature of the two cities to the average temperature.

Explanation:

All of the factors mentioned above can influence the average temperature in different ways. Especially, the altitude of la Paz makes it colder eventhough with a more stable temperature due to the protection provided by the mountains as well as the fact that is closer to the equator, which reduces the difference in temperature between seasons.
