a Paz is almost the same year round, but the average temperature in Buenos Aires is much colder during the winter months of June, July, and August. What might account for the differences in changes in average temperature?

Answer:

The distance from the equator, the difference in altitude, the distance from the sea as well as the presence/absence of mountains and the subsequent protection  cause the temperature of the two cities to the average temperature.

Explanation:

All of the factors mentioned above can influence the average temperature in different ways. Especially, the altitude of la Paz makes it colder eventhough with a more stable temperature due to the protection provided by the mountains as well as the fact that is closer to the equator, which reduces the difference in temperature between seasons.
