Explanation:

If the punishment was just at a state level people would go to different states to commit crimes because it would be legal there. If it was only at a federal level laws that only need to apply in some places wouldn't be there like there being no federal laws about parking violations because only Ohio needs them. Ohio would be at a disadvantage. Or everyone else would if they instituted that law just for Ohio. The balance between federal and state laws is good for everyone.
