When the treaty was established Germany took the fall for everything. The treaty established the fact that Germany was cause for the war, they had to limit the amount of ships being owned by them, they had to pay billions of dollars, and their army was cut down. This basically meant that Germany was to blame for WW1 and they had to admit it including paying a fine to show "hey you caused us a lot of trouble you gotta pay us now". Cutting their army meant they were down a lot of men and could not start another war. No ships meant that Germany couldn't start wars overseas. (Sorry for a late response :<)
