Explanation:

The government and the agencies of the executive branch could be known as the proctors of the citizens. They protect the rights of the citizens usually when there is an attempt to take them away and these rights could be guaranteed when they are put in a document called constitution.  Example is the bill of rights that guarantee American people basic freedom to speak, freedom to religion etc.  

Taxes are generated by the government in order for them to build different courts and jails, set up army and police units, appoint or elect officials that must implement the laws citizens should never break at any time. Citizens are not required to engage in activities that can cause unrest. The governments of other nations can be met when there are threats from their nations to the lives of the citizens of another country.
