They believe that in russification they can also advance and improve the quality of their civil service.  Though some was victimize by the russification those who were of non-Russian nationality they resented but they cannot voice out their anger and it turn to revolutionary action.

Germany's strategy was to defeat its opponents in a series of short campaigns. Germany quickly overran much of Europe and was victorious for more than two years by relying on a new military tactic called the "Blitzkrieg" (lightning war)
