=x-\frac{38}{100} \times x

=\frac{100 x-38 x}{100}

=\frac{62 x}{100}=\frac{31 x}{50}

So current population is \frac{31 x}{50}

Equating above expression to the given value of current population, we get

\frac{31 x}{50}=27900

x=\frac{27900 \times 50}{31}

x=45000

Hence previous population of city was 45000.
