Glancing at any pictures, diagrams or charts, reading the entire introduction and the topic sentences of each paragraph also helps.

The first title has "Lunch Policy" in it, so that's why A is right. The second page has a title called "Considerations", so E is right. The other answers are wrong because those are information you'd find if you read the whole pages, not skimming them.
