y-b = m(x-a)

Here we have a=-3, b=1, m=\frac 2 5

y - 1 = \frac 2 5 (x--3)

y = \frac 2 5 x + \frac 6 5 + 1

y = \frac 2 5 x + \frac{11}{5}

Check: The slope is clearly  \frac 2 5
 so we check

y = \frac 2 5 (-3) +\frac{11}{5} = \frac 5 5 = 1 \quad\checkmark
