Answer:

One strategy Pharoah implemented was enslaving the Israelites and overworking them. This is supported with Exodus 1: 14 where it says "They made their lives bitter with harsh labor in brick and mortar and with all kinds of work in the fields; in all their harsh labor the Egyptians worked them ruthlessly."

Seeing the Israelites still growing numbers he implemented another strategy, which was telling the Hebrew midwives to kill all baby boys. When they refused to do this, Pharoah went to even greater lengths. He ordered every Hebrew boy to be thrown into the Nile.
