A:The end of the Civil War found the nation without a settled Reconstruction policy. Absolute monarchs help create a desire for a new government indirectly most of the time.  After being under absolute rule for so many years the people eventually will get sick and tired of having important decisions being made for them and having a lack of control in the government.  If enough people band together to try and overthrow the monarch eventually a new system will be put in place with the power.  This is the main reason why monarchies never really last long because the people eventually want to start having more control over their own lives.  The main reason that monarchies last long is because the dictator over the peoples uses force threats and violence to keep the people from resisting.
