The US government had seen how clever and tactical the Japanese gov't was, and decided to imprison all Japanese people in the US. The prisoners were tortured and interrogated, for mostly no reason. There was a perceived threat, and the US gov't had been going full lockdown on safety since Pearl harbor. The perpetrators were probably the only ones responsible, as the mass of Japanese in the US at that time posed no threat.
