Yes, both of these ratios are proportional. You could either plug it into an equation and solve it, or do like I did and divide. If you divide 16 by 12, you get 0.75. If You divide 24 by 18, you also get 0.75, therefore they are equal. The reason why I divided by the numbers that I did is because you're trying to figure out how much it increased and if it was equivalent. They increased 0.75% of their size that they started with.
