Plants use the energy from the sun and water to grow to create things like oxygen as well as things like glucose. It cannot make oxygen out of oxygen because then it wouldn't need to be made by plants. ATP is energy that is made during cellular respiration, cellular respiration uses the oxygen and glucose produced by plants during photosynthesis to create ATP energy.
