a simple answer would be that rubber doesnt conduct electricity, so by wearing it you are at a substantially lower risk of being insured by electricity. This is also why people who work with electricity wear rubber soled boots.. to prevent grounding and ultimately, to prevent getting electrocuted. hope this helps :)
