Typically, house-raising is more popular in rural community and almost never happen in Urban Area.  In most cases, it's held to help out the neighbor who somehow experiencing some unfortunate disaster (House broke down because of flooding, burned because of gas leak, etc)

The materials used in house-raising usually came from the environment around the neighborhood.  In United States , house-raising is most common in states such as Louisiana and Vermont.

In the House of Representatives, the number of seats is based on the portion of population for each state. Each state regardless of population is each delegated one representative. With each decennial census (every 10 years), the House of Representatives continued to increase in size as the United States population kept increasing. In 1910, the House numbers were stopped at 435. Based on the Permanent Appointment Act of 1929, the number stays at 435. In the areas of  American Samoa, District of Columbia, Guam, Northern Mariana Islands, Puerto Rico, US Virgin Islands, each area gets one non-voting delegate because these areas are not permanent states. Instead, they are just territories owned by the United States. Overtime, the number of representatives have changed due to adding one representative each for Alaska and Hawaii in 1959. States may lose votes because a decline in population or states may gain votes because of a increase in population. Moreover, the total number of House representatives stays at 435.

In the Senate, each state regardless of population are given two Senators to represent the state in the Senate. The total number of states is 50 so 2 times 50 creates a total of 100 Senators.

Having House of Representatives being determined by population and all states electing the same number of Senators is all apart of the checks and balances that make the United States a free country that works fairly and properly for all its citizens.
