Rules for fractional exponents derive from the multiplication rule.

  (√x)(√x) = x^1 = (x^a)(x^a) = x^(2a) . . . . . . where √x = x^a

Similarly, the n-th root is x^(1/n).

The zero power rule comes from the division rule:
