To convert a decimal to a fraction, we can put the number over 100. In this case, 0.25 would be put over 100.

\frac{25}{100}

Then, you reduce the fraction. Since 25 goes into 100 four times, your fraction is now

\frac{1}{4}

if one of my eyes has poor vision(blurred) but the other eye is fine and compensates for the blurred eye , do i need glasses

I actually have that problem. I have 20/40 vision and my left eye is pretty much blind. I was prescribed glasses so that my sight in my left eye would not get worse. All to say, I would consider glasses to be necessary in this case. It definitely helps in every day life.
