$p = \frac{28}{30}$

  = 0.93

Given :

$a=0.05$

$z(0.025)=$ $1.96$   (from standard normal table)

So the lower bound is

$=p+z\times \sqrt{p \times \frac{1-p}{n}}$

$=0.7+0.93\times \sqrt{0.7 \times \frac{1-0.7}{30}}$

= 1.63 + 0.083

$=1.73$
