I believe the Espionage Act may be the answer. The act was passed during the United States' affiliation with WWI. It banned any disloyal language toward the U.S. government. The act has been amended several times however, due to the fact that it violated some constitutional rights.
Those that are in 125% poverty level would be the household that have an annual income between $15,930 - $19,912
If you belong to this group, you're able to receive several type of government welfares to help you sustain your living (even though it wouldn't be as much as the 100% poverty level)
The constitution reflects the principle of republicanism in that the Constitution establishes a "republic" in the United States in that the Government is run by elected representatives of the people. The state is therefore representative of the people and not subject to the rulers. These are ideals of republicanism and creating a republican government.
